A Historic Milestone for the Indigenous People of
Sitio Kati-Kati

It was during the term of Mayor Engue Chavez that the Indigenous People (IP) of Sitio Kati-Kati finally and legally secured their own land. This historic event was made possible through the generous donation of Romerico Chavez.

In 1998, the land titles were officially granted, marking a new chapter for the IP community. This milestone not only recognized their rightful ownership but also ensured a lasting legacy of stability and security for future generations.

Under his leadership, Jordan, Guimaras has achieved prestigious recognitions, including:

  • 2011-2014 Seal of Good Housekeeping

  • 2014 Seal of Good Governance: Recognized for Good Financial Housekeeping and Transparent Governance

  • Performance Challenge Fund and Local Government Support Fund Recipient (2013)

Committed to infrastructure enhancement

Toto Engue Chavez spearheaded several key projects:

  • Improvement of the Jordan Municipal Wharf and Terminal Complex

  • Construction of the Jordan Tourism Building and Multipurpose Building

  • Upgrades to the Municipal Hall, its grounds, and facilities

  • Development and rehabilitation of barangay roads leading to tourist destinations

Championing Education and Child Welfare

A firm believer in investing in the future, Toto Engue Chavez institutionalized the Jordan Municipal Scholarship Program, providing educational opportunities to deserving students. His administration also prioritized early childhood development by:

  • Establishing the National Child Development Center

  • Receiving the National Hall of Fame Award for Child-Friendly Municipality

  • Securing the Early Childhood Care and Development (ECCD) Council Grant

  • Being honored as Most Child-Friendly Municipality (Provincial, Regional, and Presidential Awardee, 2007-2012)

Advancing Health, Nutrition, and Public Safety

Ensuring the well-being of his constituents, he initiated major health and safety projects, including:

  • Construction of Day Care Centers for all 14 barangays

  • Procurement of the Jordan RHU Ambulance

  • Establishment of the Municipal Birthing Center and enhancement of the Jordan RHU

  • NutriBun Feeding Program for undernourished children

  • Green Banner Hall of Fame Awardee (National Nutrition Council)

  • CROWN (Consistent Regional Outstanding for Nutrition) Awardee

  • Establishment of the Jordan Municipal Evacuation Center

  • Implementation of the SALINTUBIG Project (2013-2015) for water system rehabilitation in Sta. Teresa

  • Institutionalization of the Jordan Municipal Disaster Risk Reduction and Management Operations

  • Acquisition of a fire truck from the DILG-BFP and a new police patrol vehicle from the PNP


Economic Growth and Sustainable Development

Toto Engue Chavez has also been instrumental in promoting economic development and sustainability:

  • Renovation of the Rizal Public Market

  • Establishment of the Green Restrooms (GROOM) Initiative

  • Construction of the Jordan Municipal Memorial Park (Municipal Cemetery and Embalming Center)

  • Securing funding from the Bottom-Up Budgeting (BuB) Project (2014-2016)

  • 2015 National Competitiveness Council - Rank 9 (3rd to 6th Class Municipalities)
